The primary purpose of this position is to serve as a Facility Operations Specialist and program manager, providing difficult and complex training range facility maintenance and project planning. Duties

Plans and coordinates all work requirements and complex projects to maintain training range facilities and infrastructure. Oversees facility management resources including personnel, financial programs, space utilization, and information resources. Conducts technical contract inspections/evaluations/surveillance to provide an overall view of the quality of operations, system maintenance being performed, and support of government services and equipment. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan such as a training range with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements against operational training needs; and prepare a tactical training facility for successful evaluation by Headquarters Air Force (HAF)/A3TI Ranges, ACC/A3AR, or Air Force Special Operations Command (AFSOC)/SE. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repair, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, shelter operations, wildland fire considerations, fuels mitigation, wildland fire equipment as applicable to training ranges. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in engineering, industrial arts, property management, or business administration. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of concepts, principles, practices, techniques, and methods in building maintenance and construction process, and an extensive familiarity with of principles, concepts, and practices concerning complex technical requirements for facilities and equipment, knowledge of aesthetic and functional design techniques; preparation of preliminary drawings, sketches, and construction drawings. Knowledge of a broad range of program planning and budgeting cycles, financial control and budget systems, and management; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; and automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. Ability to use initiative and resourcefulness to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan, lead, and record site/facility visits, surveys, and inspections. Ability to plan, lead and organize work and coordinate with other engineering disciplines; and to communicate effectively, both orally and in writing and maintain good working relations in a persuasive manner as a senior range official. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
