Duties

If selected for this position you will serve as a specialist in the United States Attorney Office (USAO) Victim Assistance Program. You will perform specific program activities within the District which promote compliance with federal laws and policy concerning assistance for federal crime victims. Typical duties include: Coordinating with investigative agencies to identify cases with victims and obtain victim contact information in a timely manner. Responding to victim inquiries, assess victim concerns, and determine program eligibility for victim-witness services. Receiving calls and correspondence from victims concerning a variety of difficulties they may experience as a direct result of a crime. Advocate on behalf of crime victims with other federal, state and local agencies, creditors, credit reporting agencies, businesses and others. Providing information to victims on schedule changes, status of defendant's pleas, results of trial, whether a defendant is incarcerated and for how long, opportunities to address the court, and post-sentencing notification. Assisting staff by securing a wide variety of specialized victim services, e.g. translators, special transportation, etc. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-09: To be qualified at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education OR a combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-07 level in federal service advocating on behalf of victims; providing information to victims in regard to status of cases and results of trials; providing in court support during hearings; and obtaining services and assistance for victims. OR Education: One of the following types of education in a related field: A Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be qualified at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education OR a combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-09 in federal service advocating on behalf of victims; providing information to victims in regard to status of cases and results of trials; providing in court support during hearings; obtaining services and assistance for victims; analyzing victim-witness communication needs; conducting workshops or meetings with victim-witness subject-matter specialists and related officials. OR Education: One of the following types of education in a related field: A PhD. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such degree. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
