You will serve as an OPERATIONS RESEARCH ANALYST in The Strategic Resourcing Branch of PERS WASHINGTON.

Duties

You will work in a synergistic environment and lead/participate in working groups/cross functional teams’ representation from across all PMT organizations, DoN, DoD, OPNAV, USFF, CPF, and other manpower and manning OPNAV stake holders. You will serve as a staff resource and subject matter expert for manpower modeling, manning simulation, and strategic analysis in order to inform senior level programming and policy decisions. You will use techniques of operations research to analyze and solve complex manpower and manning analytics problems to provide senior leadership with data-driven analysis that supports strategic decision making. You will utilize project and research development, applied mathematics, statistics, computational programming, and myriad data science techniques; and will communicate highly technical findings to senior leaderships. You will develop Program Objective Memorandum (POM) manpower and granular (civilian, contractor, and military) programming rates for use by Navy stakeholders to support programming decisions

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Using strategic planning methods, data analysis, statistics, and other operations research analysis techniques to define and resolve manpower and personnel problems; 2) Develop manpower and granular (civilian, contractor, and military) programming rates for use by stakeholders to support programming decisions; 3) Providing historic financial data, performance metrics, and return on investment assessment to prioritize the use of limited resources to best support the goals and HR mission.; and 4) Serves as a staff resource and subject matter expert for manpower modeling, manning simulation, and strategic analysis in order to inform senior level programming and policy decisions. Education

For the 1515 Series:
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
