Responsible for the direction, management and integration of learning throughout the health care system, including the medical center and three Community Based Outpatient Clinics (CBOCs). Serves as the principal architect for all learning throughout the facility. Responsibility and accountability for planning, designing and overseeing the implementation of programs, projects, studies or other major activities in the broad areas of education throughout the organization.

Duties

Duties include but are not limited to the following: Ability to research problems and issues, including evaluating the content of new or modified legislation, regulations, and policies to determine their impact on health care system programs or resources. Skills with information management systems to support learning analysis techniques, including database management, database analysis and reporting, and flowchart software. Skill in organizational learning, facilitating, and managing cross-disciplinary teams that are working on creating an environment that fosters an environment where: learning is embraced as an opportunity to enhance organizational performance, learning is viewed as a strategic tool to build both individual and organizational skills and competencies Ability to gain a commitment from all employees to the mission of the learning-focused culture philosophy and foster appreciation for the mutual interdependence of all employees in achieving this goal. Skill in written and oral communication to prepare briefings or recommendations to managers and negotiating solutions to disputed recommendations. Thorough knowledge of all aspects of the VA service support roles, operations, doctrine, organizations, tactics, strategy, force structure and current and future training objectives and strategies in order to effectively develop, manage, integrate and synchronize VA-wide leadership development initiatives. Knowledge of management and budgeting methods, practices, policies and procedures. Mastery level of operational and technical knowledge coupled with skill in applying this mastery to difficult and complex work assignments. Work Schedule: Monday - Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2024. Minimum Education Requirement: Applicants must possess one of the following for consideration for this position. A four year degree that included or was supplemented by major study in education or in an education-related subject-matter field appropriate to this position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization to be found qualified for this position. Examples of specialized experience would typically include, but are not limited to: providing support in staff development programs; analyzing training and development needs; determining trends and gaps in training, development, or educational programs; determining appropriate focus and priority for an educational program and developing curriculum for staff based on organizational goals and priorities; implementing training programs to staff of varying levels of understanding; creating assessment tools and evaluating program effectiveness responses and data regarding the organization's education and training programs. Experience must be related to the position being filled and must be performed at a GS-12 or higher level.
