You will serve as an INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), of NAVFAC SOUTHWEST.
Duties
You will prepare documents (e.g., cost estimates, sketches, and clarifying drawings) used during change order negotiations.
You will analyze contract specifications to determine compliance of proposed work with occupational safety requirements.
You will perform constructability review of contract documents (e.g., plans and specifications) before contract award.
You will review contractor quality control plans and procedures to verify compliance with contract requirements.
You will perform site visits to evaluate contractor compliance with applicable contract clauses and evaluate the accuracy of progress reports submitted.

- Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying the need for a modification to scope, cost, and/or schedule based upon collaboration with the contractor, supported command, designer, or other entities; 2) Enforcing all technical and administrative provisions of assigned construction contracts; 3) Providing technical solutions for unforeseen problems during construction; 4) Managing construction projects in support of clients with critical, time-sensitive missions and requirements; and 5) Ensuring communication between construction manager, contract specialists, the contractor, the project technical team, the client, and others as appropriate for construction projects.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORSuccessful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts andsciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles,methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is ineither architecture or architectural engineering and covers function, aesthetics, site, structure, economics, mechanical-electrical, and otherengineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities ORyou lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduationfrom a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles andtheories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
