This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Office of the Chief Human Capital Officer (OCHCO). The ASA provides leadership for DHHS departmental administration, including human resource policy, information technology (IT), and departmental operations.
Duties
ABOUT THE POSITION
The incumbent is responsible for the full lifecycle of Learning and Employee Development, including the management and oversight of Department-wide training and workforce development planning and policy, and integration of training and leadership development programs across the Department. The incumbent provides executive leadership and serves as a key advisor and consultant to the Associate Deputy Assistant Secretary - Human Capital on the full spectrum of issues, initiatives, and policies related to Department-wide training and leadership development programs. The incumbent is also responsible for the continuous improvement of HHS' capabilities through the alignment of strategy, data analysis and analytics, metrics, and management processes.
The incumbent addresses the training and employee development needs for HHS employees nationwide by providing executive oversight and leadership in the development of integrated learning programs that ensure all HHS employees have the knowledge and skills to accomplish Department mission objectives and strategic goals. The incumbent collaborates with leadership from across the Department, and the OHR Executive Leadership to identify short- and long-term needs, as well as significant skill and competency gaps, and develop and implement Department-wide training and leadership programs. The incumbent serves as a key advisor to the Associate Deputy Assistant Secretary- Human Capital and operating division officials regarding learning and leadership programs, strategies, and policies.
The incumbent is also responsible for developing and implementing Organizational Development programs and practices that effectively align human capital strategies, policies, and programs with HHS' goals and objectives. This position will also oversee workforce analytics to ensure a proactive approach to addressing workforce-related risks and opportunities for improvement by providing customer- focused analysis and real-time analytics tools that effectively influence strategic decision-making at all levels.
The incumbent is responsible for facilitating and supporting HHS employee engagement, implementing initiatives and programs that foster inclusivity, recognize achievements, and support employee well-being. Duties include conducting focus groups, townhall meetings, and surveys to gather and act on employee feedback, ensuring their voices are heard. By analyzing Federal Employee Viewpoint Survey data, the incumbent develops action plans to enhance employee satisfaction. The employee establishes continuous feedback loops and advisory groups to maintain regular employee input and open communication. Additionally, the employee provides training, mentorship, and career development opportunities to support employee growth and engagement

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. Mandatory Technical Qualifications (MTQ's):
This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
Demonstrated knowledge of Linking Learning and Development strategies to the organization's strategies.
Demonstrated experience in organizational culture- Ensuring an organizational development framework is in place within the organization that reinforces integrity, teamwork, transparency, accountability, and continuous improvement while supporting employee engagement.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
