The primary purpose of this position is to serve as the senior mail assistant for the installation with responsibility for the unit mailroom, mail processing, mail directory service and mail redirect to provide service equal to that provided by the United States Postal Service (USPS) to the private sector.

Duties

Performs work in the Mail Room and Distribution Center in accordance with DoD 4525.6-, DoD Postal Manual, DoDM 4525.-8_AFMAN 33-306, DoD Official Mail Manual, DODI 4525.9, DoD Military Postal Service, and AFMAN 33-365, DoD Official Mail Management. Plans, organizes, and performs various duties which include the accountability, safeguarding, and maintaining of registers for incoming and outgoing certified, insured, express and registered mail. Prepares monthly, semi-annual, annual, financial reports, and quarterly quality assessment reports and reports. Establishes, develops and maintains effective working relationships with host wings, USPS, and to include all tenant units. Responsible for receiving, sorting, transporting, controlling, and processing all incoming and outgoing special services mail (registered, express, certified, and insured). Performs clerical work related to the processing of incoming and outgoing of accountable mail and/or the systematic arrangement of records for storage or reference purposes. Implement policies and procedures that govern all aspects of the procurement, handling and reporting of postage meter expenditures. Serves as the primary point of contact for funding expenditures.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: One year of specialized experience for GS-06 level positions which includes extensive knowledge of the organizational structure and functions of a national headquarters office and of its sub elements to route any type of material on any of a wide variety of different topics by subject-matter content. Extensive knowledge of legal, technical, financial, and professional subject matter to classify materials, to search for precedent materials, to prepare digests of file contents, and to route materials to subject-matter specialists within any of a large number of organizational entities. Thorough knowledge of agency and requirements to process incoming and outgoing mail, establish distribution patterns and codes, etc. This definition of specialized experience is typical of work performed at the GS-04 grade/level position or equivalent in the federal service. SPECIALIZED EXPERIENCE FOR APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: One year of specialized experience for GS-06 level positions which includes extensive knowledge of the organizational structure and functions of a national headquarters office and of its sub elements to route any type of material on any of a wide variety of different topics by subject-matter content. Extensive knowledge of legal, technical, financial, and professional subject matter to classify materials, to search for precedent materials, to prepare digests of file contents, and to route materials to subject-matter specialists within any of a large number of organizational entities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS- CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. 2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner. 3. Thorough knowledge of correspondence procedures and filing systems characterized as "complex" in the Occupational Information section. 4. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 5. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 6. The ability to listen to and understand information and ideas presented through spoken words and sentences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: NOTE: IAW DoDI 4525.09, "Postal personnel will have, at a minimum, a favorable background check completed prior to appointment as part of the hiring process. Postal personnel opening U.S Postal Service registered official mail, certified mail, first class mail, or small parcel shipments in the United States, will have an interim or fully adjudicated SECRET clearance. Postal personnel opening registered official mail outside the United States will have an interim or fully adjudicated SECRET clearance. Once the item is identified as SECRET, postal personnel will handle the item in accordance with Volume 3 of DoD Manual 5200.01. At no time are host nation staff authorized to accept, handle, or deliver official U.S. registered mail." The physical requirements of this position as determined by the manager are: Be physically able to stand for prolonged periods and lift up to 70 pounds; operates light vehicles, motorized mail carts, or other self-propelled vehicles in the delivery and pick up of mail. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety.

Education

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
