The primary purpose of this position is: To serve as the Chief Mortuary Affairs Coordinator and provide for the logistics functions and contractual services incident to the recovery, identification, care and disposition of remains of certain deceased personnel, assist Next of Kin (NOK) and explain benefits. Manages the installations Search and Recovery Program.

  • May be require to travel by military or commercial aircraft to accomplish temporary duty.
  • Position requires an uncommon tour of duty, and the incumbent will be required to work weekends and holidays, subject to recall after normal duty hours.
  • This position is demanding and highly sensitive, requiring a great deal of job knowledge, flexibility, and responsibility involving maturity, patience, and a high level of commitment.
  • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.
  • The incumbent or the designated alternate may be required to take part in readiness exercises.
  • This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
  • Employee must sign DD Form 2365 as a condition of employment.
  • This is a Key Position IA W DoD Directive 1200.7. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) applying a wide range of mortuary principles, procedures, and regulations applicable to the coordination and oversight of a range of mortuary responsibilities; (2) utilizing knowledge of state and county laws and regulations in regards to search and recovery procedures; (3) planning and coordinating mortuary related issues/activities during disaster response; (4) analyzing and evaluating program effectiveness and developing comprehensive plans for process improvements. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and experience in mortuary affairs, current death programs, and search and recovery policies and program management. 2. Knowledge of mortuary principles and practices sufficient to oversee related contracted services. 3 Skills in conducting effective training, planning and executing search and recovery operations. 4 Skills in evaluating program effectiveness, independent development of comprehensive plans, and ability to analyze processes for improvement. 5 Ability to independently plan, coordinate, and guide the work of other while arranging travel, lodging, memorial and funeral services in compliance with regulations, the wishes of the NOK, chaplains, Honor Guard, funeral home, commanders, and outside agencies, PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
