This position is located at Bureau of the Fiscal Service, Data Transparency Division. As a Management and Program Analyst, you will serve as part of a multidisciplinary team following the principles of agile and human-centered design to develop authoritative data standards, manage data collection infrastructure, and develop user-centric websites or products.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Conduct and/or coordinate long and short-term data studies and projects using agile, human-centered design, and open-source methodologies. This includes preparing briefings for senior officials on project or program status; and ensuring timely accomplishment of project goals and objectives. - Perform a wide range of analytical work through conducting in-depth management and program reviews. Perform research and conduct studies of a substantive nature for assigned program areas and give advice to the Product Owner and Branch Manager on allocation of staff resources, assignments, and projects, and changes in legislative or regulatory guidelines which affect the decision-making cycle for the team. - Develop and execute an advanced level of management and program analysis theories and concepts that address new developments and theories to problems that are confidential in nature, and not susceptible to treatment by accepted methods. - Analyze management information requirements to develop reporting systems that include system specifications, data gathering, analytical techniques and system evaluation methodology.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as the following: - Experience coordinating and analyzing an office's administrative programs, with supervision, in order to provide centralized support to Product Owners and managers with budget preparation and resource management AND - Tracking time-sensitive deliverables, such as projects, responses, or deadlines. OR You may qualify with a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position is defined as providing administrative support service to high ranking government officials or top level business executives. Examples of such experience are: - Researching issues, conducting special analyses, recommending solutions, and developing these into decision papers decision making tools; OR - Knowledge of computer programming languages (e.g., R, Python, Javascript) and their usage for data manipulation, analysis, and/or visualization to support administrative duties; OR - Developing communications and briefing tools (speeches, talking points) and/or individual correspondence or responses; OR - Ensuring follow-up/completion of specific activities/projects/programs/initiatives; OR - Experience coordinating an office's administrative programs; OR - Tracking time-sensitive deliverables, such as projects, responses, or deadlines. OR You may qualify with a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks.
