The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees. Assists the chief of public affairs in managing all public affairs programs. Advises commanders and their staffs on the communication implications of plans, policies and programs.
Duties
Exercises 1st level technical and administrative supervisory personnel management responsibilities and plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Plans, organizes, and oversees the activities of the public affairs Operations Division, ensuring that activities comply with legal and regulatory requirements and meet customer needs.
Represents the Public Affairs office with a variety of councils, boards, working groups, and panels inside and outside the agency by establishing, developing, and maintaining effective working relationships with senior defense officials, field representatives, intergovernmental and nongovernmental leaders, local/state/federal elected and appointed officials, news media, business professional and academic leaders, civic leaders, and the general public.
Serves as advisor for Public Affairs by participating in policy formulation; advises on the potential public reaction to proposed policies, plans and actions; organizes and evaluates communication strategies, goals and objectives, programs, and materials.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Public Affairs Series 1035.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing goals and objectives that integrate organizational objectives; Researching, interpreting, analyzing and applying guidelines, policies, regulations, etc.; Establishing policies and procedures for accomplishment of work; Planning and scheduling work in a manner that promotes a smooth flow and even distribution; Coordinating plans and schedules with other organization managers and customers as appropriate.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of communication concepts, principles, policies, practices, methods, applications, techniques, standards and trends applicable to researching, planning, developing, coordinating, leading and evaluating broad Public Affairs and visual information programs and requirements, strategies and assets to perform the mission.
Knowledge of safety and security regulations, practices and procedures.
Ability to plan, organize and direct the functions, mentor, motivate and appraise the staff of an organization.
Ability to communicate both orally and in writing.
Knowledge of the methods, concepts and techniques to develop, research, analyze and evaluate written materials and visual information products to effectively prepare communication products on matters of importance while representing a wide variety of organizations and viewpoints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
