This vacancy will be used to hire a Supervisory Facility Operations Specialist. This position is located in the Division of Facility Management and Operations with a duty-station in the West District.

Duties

The incumbents of this position are responsible for the following Facility Management Activities in the West District. Project Management: Responsible for development and implementation of projects, and development of alternatives for facility systems when infrastructure capabilities cannot support mission requirements. Coordinates project scope, goals and objectives; facilitates planning and design processes; develops spending plan and budget protocols; manages construction process ensuring all project documentation is completed and archived. Risk Management/Safety: Responsible for a comprehensive safety and training program to eliminate at risk behaviors and environments and enforce regulatory policies and mandates. Implements programs such as medical monitoring, respiratory, hearing, maintaining health and safety records for all employees supervised. Oversees the process for reporting loss time incidents to determine trends and root cause. Initiates periodic inspections and corrective measures for violations of OSHA standards. Personnel Management: Exercises the full range of supervisory duties at least 25% of the time. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates. AREA INFORMATION: This job in the West District of Yellowstone National Park, including West Yellowstone MT, Madison Junction WY, and Old Faithful, WY. The nearest developed town is in West Yellowstone, along with a medical clinic, year-round post office, grocery stores, and a K-12 school. Elevation is approximately 7,000-7,700 feet above sea level, and temperatures can range from -30 degrees Fahrenheit in winter, to 80 degrees Fahrenheit in the summer. Old Faithful has lodging available in the summer and winter seasons, a summertime medical clinic and post office, as well as general stores. Winter accessibility is limited to snowmobile use and roads are groomed nightly.

Qualifications

Time in Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. All qualifications must be met by the closing date of this announcement-06/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. EXPERIENCE: GS-12: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing planning, organizing, and directing a complex maintenance operation; supervising multiple facility operations and maintenance activities such as roads, motor vehicle repairs, trails, building and quarters, utilities, custodial staff, grounds work, and facilities database management; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; and communicating with management and external constituents to address and gain support for facility operation needs. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
