This position is a FISH AND WILDLIFE BIOLOGIST, GS- 0401-12 working in Columbia, MO for the R3-Columbia Ecological Services Field Office.

Duties

As a FISH AND WILDLIFE BIOLOGIST your duties will include but are not limited to the following: Serve as the environmental contaminants specialist for the Southeast Missouri Natural Resource Damages Assessment and Restoration cases, working to develop assessment studies that demonstrate injury to natural resources, pursue negotiated settlements with potentially responsible parties, and implement restoration to compensate the public. Direct scientists to complete intricate, multi-year, scientific studies regarding state and federal trust resources injured by the release of hazardous substances and oil. Lead the selection and implementation of complex, multi-year, multi-million dollar natural resource restoration projects across southern Missouri in conjunction with a variety of partners and stakeholders including state agencies, other federal agencies, local governments, and non-profit organizations. Develop partnerships with other federal agencies, state agencies, local governments, and non-profit organizations to achieve mutually beneficial restoration projects. Represents the USFWS at public meetings regarding politically-charged and complicated natural resource issues in Missouri. Review projects for impacts to federally listed species under the Endangered Species Act (ESA). Acts as a point of contact between state and other federal agencies regarding ESA.

Qualifications

Only experience and education obtained by 06/14/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Possess a combination of education and experience which includes courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position plus appropriate experience or additional education. Minimum Qualification [GS-12] One year of specialized experience at or equivalent to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) directly related to Fish and Wildlife Biology. Specialized experience includes: (1) Planning, investigating, conducting, and reviewing on-site ecological investigations at a wide variety of the most complex and diverse hazardous waste sites and surrounding areas to determine their effects on federal and state trust fish and wildlife resources; (2) Developing, designing, and implementing complex, multi-year, large-scale restoration projects that seek to offset the impacts from hazardous substances to federal and state fish and wildlife resources including endangered species; (3) Performing the full suite of activities necessary to administer a complex, decades-long scientific and legal case including the writing of scientific reports, briefing reports to leadership, investment strategies, restoration plans, and multiparty agreements between federal, state, local and nonprofit partners among others; (4) Representing the interests of an agency in a variety of forums including public meetings, negotiations, mediations, outreach events, and interagency summits; and (5) Leading teams of scientists, administrators, and policy makers to conduct scientific investigations, negotiate settlements with potentially responsible parties, complete restoration projects, and implement effective natural resource policies. NOTE: Your resume MUST contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
