This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Recommends changes in production methods to improve quality material.
Studies and interprets processing data (drawings, specifications, routing, tooling, gauging, etc.) to establish quality requirements.
Resolves discrepancies with responsible professional and technical personnel outside the organization.
Prepare review reports to document action taken and planned which becomes part of the contractor history for subsequent review activities.
Investigates production problems and quality deficiencies, identifies causes of deficiencies and initiates corrective action.
Attends conferences and participates at committee and board meetings to evaluate production activities and provide optimum quality.
Prepares project requests, economic analysis and other required documentation needed to justify program and funding approval
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Conducting quality assurance audits of procedures, processes and/or products; AND (2) Investigating, analyzing and/or effecting corrective action on quality problems; AND (3) Applying knowledge of production, inspection and quality control methods/techniques to assure control of material during manufacturing cycle/process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
