The primary purpose of this position is: To develop intelligence scenarios for exercises and training events that support the accomplishment of the Commander's annual Joint Training Plan.

Duties

Exercise developer tasked with leading exercise and training event design and execution. Designs, implements and leads personnel activities during designated exercises and training events. Prepares, conducts, leads and attends conferences and discussions, or serves on panels, working groups and committees.

• The employee must be able to obtain and maintain a TOP SECRET SCI/NC2 clearance, in addition to other Special Access Programs, as a condition of employment.

• Work may be required to be accomplished outside of normal duty hours, which may include evenings, weekends, or holidays, on an infrequent basis.

Qualifications

Conditions of Employment. Cont. This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. This is a Term position NTE 1 June 2025; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of nuclear command and control and training sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described above; however, and I have more than one year of progressively higher-level graduate education as described above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a range of principles, concepts, and theories of nuclear command and control and the practices, methods, and training techniques of the occupation sufficient to perform difficult and complex assignments. Knowledge of routine analysis, evaluation, and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization and occupation sufficient to plan, schedule, and conduct analyses and occupational projects. Skill in applying the principles, concepts, and practices of the occupation to new methods, approaches, and/or procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical and evaluative methods and techniques to accomplish complex work in the subject-matter field. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Education

SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of exercise and training principles, concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSTRATCOM and supported exercises. Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of planning actions related to key command exercise and training actions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS-12:

• Knowledge of joint exercise and training design and execution.
• In-depth knowledge of the Intelligence Community, its primary members, the intelligence process, evaluation and analysis of intelligence data and the organization functions and capabilities, both within the Command and throughout the Intelligence Community.
• Knowledge of intelligence systems, information flow, and other governing regulations including Intelligence Oversight directives as needed to ensure a timely response to customer requirements.
• Ability to communicate effectively, both orally and in writing.
• Ability to analyze and understand situations and problems related to Command missions.
• Ability to interpret and develop policy, regulations, procedures and system processes.
