About the Position: This position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Regional Planning and Environmental Center. The RPEC has four primary duty stations located in: Fort Worth, TX; Galveston, TX; Little Rock, AR; and Tulsa, OK. Applicants who are selected for one of the primary duty stations may be eligible for regular/recurring telework with the expectation to report to the organization's official worksite at least two days per pay period.

Duties

Serve as the regional technical specialist for economics. Provide technical leadership in area of expertise on the most complicated, local, regional, and nationally significant projects. Develop economic and econometric models as necessary to determine project benefits and costs. Detect omissions, discrepancies, inadequacies, and nonconformance with approved criteria and recommends study team preparation of additional supportive documentation to substantiate project results. Respond to requests for technical advice and assistance from any District team member within the Southwestern Division. Lead the economics team and is responsible for coaching, facilitating, and communicating team objectives, mission, goals, problems to be solved, milestones, techniques, work methods, procedures, and identification of parameters of a viable solution.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a mission essential position.
  • Temporary Duty (TDY) Travel is required up to 25% of the time.

Basic Requirement for Economist 0110 Series: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1.) Evaluating the economic impacts of water resource projects and plans concerning Civil Works navigation projects.; 2.) Assisting in the evaluation of water resource plans and in the selection of the most appropriate plan of improvement.; AND 3.) Gathering economic data for analytical solutions and new techniques to apply to the formulation and evaluation of Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsEconomicsProject ManagementResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
