The primary purpose of this position is to serve as HQ Cyberspace Capabilities Center (HQ CCC) Senior Cyberspace Network Engineer and represent HQ AFSPC at AF and DoD forums. Maintain a comprehensive understanding of current and future Warfighting and mission/functional systems that may impact the AF Information Network (AFIN). Duties

Serves as a Senior Cyberspace Network Engineer conducting strategic- and enterprise-level network- engineering design, evaluation, and assessments of the AFIN to support IT systems implementations. Develops, maintains, and reviews communications and operational requirements, planning and policy documents and ensures, and/or resolves interoperability and integration issues for network-centric weapon systems and infrastructure. Assesses network impacts on system performance and capabilities for future IT infrastructure life-cycle planning purposes and integration into DoD and Air Force architecture roadmaps. Plans and coordinates the strategic efforts of network engineers engaged in engineering new solutions and technical direction for complex communications networks in support of joint/coalition operations. Routinely engages with Cyber Senior leaders and represents HQ AFSPC at AF and DoD CIO forums and at key functional-area corporate cyber groups. Serve as a Project Lead, for cross-functional collaborative project teams consisting of civilians, officers, enlisted and contractors to provide accurate, timely, relevant and authoritative information technology recommendations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Engineering Series 0854, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, expertise in advanced network engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply new theories, concepts and principles to project development, execution, and advisory services; to provide expert judgement, advice and guidance to senior colleagues and/or agency officials concerning network protection and operations; to resolve unique or novel problems, conditions, or issues; and to significantly alter standard practices, processes and known techniques. Mastery of, and skill in applying knowledge of electronics and computer/network engineering practices and procedures as they pertain to the design and development of hardware as it relates to transport and protection of data and network management tools and functional application interface design. Mastery of and skill in applying comprehensive engineering knowledge of local area and wide area network systems to plan, design, test, troubleshoot, evaluate, and oversee the development, implementation, and/or sustainment of electronic systems or devices onto the network. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the fundamentals, principles, and methodologies of professional computer engineering gained through formal education and experience. Technical knowledge of computer engineering, systems hardware design and software applications. 2. Knowledge of communications and information systems operations, design, configuration, facilities, practices and methodology found both in Government and industry. 3. Knowledge of the acquisition process, standard Air Force communications and information infrastructure systems and programs, DoD and Air Force architectures, DoD and Air Force airborne networks programs, information assurance requirements, and network operations. 4. Skill and ability to identify, analyze, and develop alternative solutions to difficult technical communications and networking problems. 5. Skill and ability to plan, organize, and direct the functions and staff of a highly technical organization, and to mentor, motivate, and apprise the staff of an organization through their supervisors or Integrated Process Team affiliation. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet project requirements and objectives within available resources. 6. Skill and ability to communicate effectively, both orally and in writing, complex IT issues, reports, negotiations, agreements, and/or briefings, for the purpose of conveying, understanding, and discussing highly complex and abstract concepts with senior military, key government officials, and other military and civilian personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
