About the Position: Serves as Congressional Affairs Contact Officer for the Army Deputy Chief of Staff (G-3/5/7) which has responsibility for controlling, analyzing, researching and formulating official responses to requests from Members of Congress and their staffs, and Congressional Committees.
This is a TERM Not to Exceed 2 years position. It is time-limited and may be extended up to a maximum of 8 years. Position may be made permanent. See additional information for details.
Duties
Analyze Army legislative proposals, ensuring review by action officers with coordination across the Army staff.
Direct and assign work to staff ensuring goals and objectives are accomplished in a timely manner.
Keep informed on matters of concern to the Army leadership via personal contact and conferences to discourage the possibility of misinformation.
Cite and discuss laws, regulations, and directives and their application to specific cases to assist in the formulation of official responses to Congress.
Coordinate the review of witness statements, advance hearing questions, questions and answers for the record, inserts for the record for Army principals testifying before Congress
Analyze written correspondence and telephonic requests to determine pertinent issues.
Analyze and facilitates timely and accurate responses to Army Secretariat and Staff agencies.
Prepare information for principals to testify as witnesses before Congressional Committees.
Coordinate and review congressionally mandated reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with Department of Defense Directives.
- Must be able to obtain and maintain a Top-Secret/Sensitive Compartmented Information security clearance.
- Position may require temporary duty (TDY) business travel UP TO 15%.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1) Coordinate strategic engagements such as congressional meetings/obligations/conferences with senior leaders; 2) Manage the coordination and review of mandated reports such as congressionally mandated reports; 3) Track and maintain internal electronic records; and 4) Develop and edit official written responses to inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
