Duties

Analyzes factor printout data, depot consumption, failure trends and changes to established computations on logistic support requirements, and application indentures Participates in prepublication and post-publication technical order reviews Participates in provisioning conferences Determines through evaluation of deficiency reports, exhibit tear down reports, engineering recommendations, and maintenance failure data, corrective actions required to maintain effective utilization and reliability of assigned equipment Participates in determining when items are no longer used or repairable and should be disposed of in accordance with proper guidelines Manages software update programs of Unit Under Test (UUT) and Operational Flight Program (OFP).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, such as Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 DAYS, at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience in maintenance, reliability, technical assistance in support of electronics systems and targeting pods, to include maintenance or sustainment experience; knowledge of technical orders, engineering data, schematic diagrams, flow diagrams, commercial technical manuals or other data used during acquisition and sustainment phases, knowledge of the policies, practices, regulations, and laws concerning logistics management processes and initiatives. OR EDUCATION: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts.). OR COMBINATION OF EXPERIENCE AND EDUCATION: I have some specialized experience as described in specialized experience, but less than one year; and I have less than two years of doctoral-level education as described education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.) AND INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. OR Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems and skill in applying this knowledge of difficult and complex assignments Knowledge of and skill in Total Quality principles, practices, and methods, and procedures Skill in identifying and analyzing complex technical problems and developing innovative solutions Skill in identifying and analyzing complex technical problems and developing innovative solutions Skill in providing: technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data Ability to plan, organize, and reprioritize work to meet changing deadlines Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment Ability to communicate well both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
