The primary purpose of this position is to serve as the technical authority and expert consultative telecommunications system engineer.
Duties
Develops policy, procedures, and plans for the overall command cyberspace Infrastructure architecture
Provides technical leadership and guidance to engineers regarding applicable mission requirements, current and projected command plant, and operational considerations
Documents the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Cyberspace infrastructure for the com Command (COCOM) and Air Force Forces (AFFOR)
Represents the organization at high-level, worldwide planning conferences
Functions as the technical advisor to the organization on cyberspace policy and doctrine and the relationship to C41SR infrastructure planning and assessments

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit a copy of your college transcripts
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering NOTE: You must submit a copy of your college transcripts

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes developing, integrating, planning, and implementing command, control, communications, computer, intelligence, surveillance, and reconnaissance (C41SR) systems and infrastructure; conducting analysis and evaluating procedures; applying practices, principles and technical engineering concepts; resolving problems related to design and development of systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge and mastery of advanced concepts, principles, and practices of electronics engineering in communication and computer system.
2. Knowledge of COCOM, AFFOR, and service competent C41SR systems and cyberspace infrastructure.
3. Ability to interpret and communicate complex technical information orally and in writing.
4. Skill in designing, development, conducting complex, independent and interdependent engineering studios and assessment.
5. Knowledge and understand of policies concerning architecture development and C41SR systems.
Other Significant facts pertaining to this position are:
1. A master's degree in engineering, computer science, or management, supplemented by diverse experience in broad systems engineering areas is highly desirable.
2. TDY is required IAW JTR VOL 11
3. This position is critical sensitive
