This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Carries out assigned projects involving the civil works real estate program within the District. The work involves planning and acquisition in fee and lesser estates; managing government-owned real properties (including granting outgrants and performing inspections).
Duties
Management and Utilization: Negotiates and processes outgrants ranging from routine licenses to complex, controversial, and multi-participant leases.
These outgrants and permits are issued for agricultural, grazing, recreation, education, industrial, minerals, utilities, and other uses.
Obtains appraisals as needed. Performs limited valuation assessments.
Disposal and Lease Termination: Disposes of government owned property through direct sales as authorized in delegated authorities.
May be complex disposals with unknown title complications, encroachment problems, and environmental complexities.
Cost Share Administration: Composes correspondence to local interests of cost shared projects, explaining project real estate acquisition requirements.
Uses a practical working knowledge of the statutory authorities of States, counties, municipalities, conservation boards, park districts, and levee and drainage districts in a five-State area to perform this function.
Represents the District and Real Estate Division in public meetings with landowners and in meetings with representatives of local interests.
Planning and Acquisition: Obtains all required data, i.e. ownership, cadastral maps, legal descriptions, appraisals, and other required documents.

- Temporary duty travel is required 25% or more of the time depending on mission duties and site location.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-11:
Specialized Experience: One year of specialized experience which includes researching corrective courses of action for acquisition work, assisting in managing workload and/or budget requirements for Real Estate projects, and assisting in acquiring real estate interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biology, archeology, geography, and forestry related sciences. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Minimum Qualifications GS-09:
Specialized Experience: One year of specialized experience which includes assisting with negotiations and/or processing of real estate projects; responding toverbal or written inquiries, complaints, demands and/or claims concerning real estate matters; and preparing and/or updating correspondence and/or reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, project management, construction management, etc.
OR
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
