About the Position: The Big Bend Project is located in central South Dakota in a rural area along the Missouri River. The work is near Fort Thompson, SD between Crow Creek and Lower Brule Indian Reservations. The majority of our staff live in or near Chamberlain, SD with a commuting distance 20-30 miles. Other nearby communities include Highmore, Chamberlain, Reliance, and Oacoma, SD.

Duties

As Administrative Officer, is responsible for planning, organizing, coordinating, and supervising the administrative activities for a major multi-purpose hydropower project. Exercises full administrative and technical supervision over a staff of general schedule employees which include Budget Technician/Analyst, Supply Technicians, and Facility Services Assistant Utilizing sound accounting principles and a broad-based knowledge of fiscal and budgetary laws, regulations and policies, is responsible for managing the Project's financial resources. Supervises the supply unit functions, including purchase card holders, training card holders, convenience check writers and WEX card. Occupies a key senior staff position and provides the OPM accurate interpretation and guidance concerning the latest changes in regulations and procedures which affect the project activities and personnel. Provides various administrative services such as: personnel management, financial resources management, procurement, records management, property management, employee timekeeping, classified documents, and employee travel. Schedules and approves leave of subordinates, reviews work methods, initiates awards, reviews and approves serious disciplinary actions, prepares and evaluates employee performance appraisals, and assures employee training needs are met. Reviews all requests for obligation of funds to assure availability of funds and recommends approval or disapproval on unbudgeted items. Advises on means of reducing cost and expenses without impairing mission capability. Establishes, through subordinate employees, timely schedules for the receipt of supplies and materials to assure stock availability for maintenance crews.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11:Specialized Experience: One year of specialized experience which includes: 1.) Monitoring a variety of routine operating budgets; AND 2.) Reviewing policies and regulations to ensure compliance among administrative staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
