This position is located at Fort Scott National Historical Site in Fort Scott, Kansas.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 4 years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Some of the duties you will perform will include, but are not limited to: Applies professional knowledge and expertise to research, prepare and coordinate the writing of the cultural resource sections of resource management plans and specific action plans governing the management and protection of cultural resources. Prepares compliance and assessment of effect findings, with supporting documentation, for National Historic Preservation Act (NHPA) Section 110/106 and National Environmental Policy Act (NEPA) projects. Develops and maintains liaisons and effective working relations with related groups, individuals, agencies, park staff and management. Carries out program management duties by developing and managing work plans and schedules, scopes of work, cost estimates, and budget proposals and/or grants to justify funding requests and accomplish goals. Performs or directs substantive, project-oriented work involving archeology, history, or cultural anthropology programs found at the park(s). Collects, analyzes, and synthesizes scientific information from research, monitoring, resources management actions, and other sources of information and prepares reports for specific projects. Incorporates appropriate Geographic Information Systems (GIS) technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others. Uses automatic methods of data collection, analysis, or illustration and inputs data into digital form and uses computer applications for data research, analysis, manipulation, and presentation.

Qualifications

All qualifications must be met by the closing date of this announcement-06/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. This position may be filled in any one of the following professional occupational series: History, GS-0170; Anthropology, GS-0190, or Archeology, GS-0193. You must meet the U.S. Office of Personnel Management's (OPM), Basic Requirements for each series you wish to be considered for, AND also meet OPM's Qualification Standards for Professional and Scientific positions. Basic Requirements for History GS-0170 A degree in history; or related field that included at least 18 semester hours in history. -OR- A combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. Evaluation of Graduate Education - Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation. Basic Requirements for General Anthropology GS-0190 A degree in an appropriate field of anthropology. -OR- A combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience, or additional education. -OR- Four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. Basic Requirements for Archeologist GS-0193 Education: A degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. -AND- Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying. -AND- Archeological field school. -OR- Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). -OR- Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in "Education" above, plus appropriate technical experience or additional education. -OR- Experience: 4 years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by the closing date of the announcement: Specialized Experience: One year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to: (1) directing a program of cultural resource management activities involving sensitive and complex issues that impact a wide variety of agency and or recreation issues, 2) maintaining liaison with the State Historic Preservation Officer and Traditionally associated groups, 3) conducting or coordinating review of projects to assure protection of cultural resources and in compliance with applicable federal laws; and 4) performing or directing substantive, project-oriented work in one of more of the professional fields mentioned above.You must provide hours per week and to/from dates (month/year) on your resume. -OR- Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from school, 18 semester hours should be considered an academic year of graduate study. You must submit a copy of your transcripts to support this claim. -OR- Combo Education and Experience: Successful completion of a combination of education and experience as described above. NOTE: Only graduate level education in excess of two years may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcripts and the hours per week and to/from dates (month/year) on your resume.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
