THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Airplane Flight Instructor, Position Description Number D1809P01 and is part of the 158th Operations Support Squadron of the Vermont Air National Guard.

Duties

Administers combat flight training to military aircrews. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to: a. Initial Qualification Training (IQT): Training to qualify the aircrew in basic aircraft flying duties without specific regard to a unit operational mission. It is the minimum training requirement for Basic Aircraft Qualification (BAQ). Elements of instruction include: Basic and Advanced Handling Characteristics (throughout the full spectrum of the flight envelope), Aerobatics, Instrument Flight, Formation (close and tactical), Instrument and Visual Traffic Patterns, Airborne Emergency Procedures and Patterns. b. Mission Qualification Training (MQT): Training required to achieve a basic level of competence in the unit's primary tasked missions. This training is a prerequisite for Basic Mission Capable (BMC) and Combat Mission Ready (CMR) status. Elements of instruction include (but are not limited to): Basic Fighter Maneuvers (BFM), Aerial Combat Maneuvers (ACM), Tactical Intercepts (TI), Aerial Refueling (AAR), Air Combat Tactics (ACT), Low Altitude Awareness Training (LAAT), Low Altitude Tactical Navigation (LATN), Low Altitude Air-Air Training (LOWAT), Basic Surface Attack (BSA), Surface Attack Tactics (SAT), and Close Air Support (CAS). c. Continuation Training (CT): Training to maintain proficiency and improve aircrew capabilities to perform unit missions and aircrew proficiency sorties not flown in formal syllabus missions, tests, or evaluations. It is applicable to CMR and BMC aircrew. CT is directed by the units specific Readiness Aircrew Training (RAP) tasking which is received from the MAJCOM. CT is measured in number and types of sorties and events accomplished. All types of training mentioned in this section pertain to RAP tasking training. d. Upgrade Training (UG): Training which is syllabus directed to qualify the aircrew in positions beyond that of the entry level of "wingman". Elements of "Upgrade Training" include: Night Vision Goggle (NVG) (certifications from wingman up to instructor), 2-Ship Flight Lead (2-FLUG), 4-Ship Flight Lead (4-FLUG), Instructor Pilot (IPUG), and Flight Examiner (SEFE). Upgrade Training may also include Functional Check Flight certification. Special Capability Training: Training which is designed for specific missions and /or special equipment types. Elements of "Special Capability" instruction include (but are not limited to): Combat Search and Rescue (CSAR), Forward Air Control (Airborne) [FAC(A)], Instructor Pilot (IP), Killer Scout (KS), LANTIRN Low Altitude (CAT II), and Mission Commander (MCC). 2. Assesses flight instructors, pilots and other aircrew members assigned, attached or newly acquired to the unit to determine flying background and proficiency in the Unit Equipped (UE) airplane. Plans, develops and presents comprehensive courses of instruction in both ground and flight training for pilots to achieve and maintain mission ready status. Performs as instructor, and/or flight examiner for ground training which consists of classroom academics and/or aircrew training device (ATD) (simulator) training. Performs as a flight instructor, and/or flight examiner evaluating and examining rated aircrew to assure training standards are met in these general areas: mission planning, preparation and briefing; ground operations, in-flight control, cockpit resource management and mission execution; mission debriefing and reconstruction accuracy. Determines progress and proficiency levels; provides re-qualification evaluations and directs/provides specialized remedial or additional training as necessary. Evaluates formal training directives, and develops course changes, new material, new training systems and methods. 3. Projects unit training requirements and prepares required training records. Utilizes available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. Ensures that all applicable directives, instructions, and technical orders applicable to the aircraft and mission are current and adhered to. Reviews, analyzes, and disseminates accident reports, flying safety publications, and special interest items. Determines additional aircrew training requirements to advance aircrew proficiency while maintaining the lowest possible accident rate. 4. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions to give timely and accurate instruction to aircrews in the air or on the ground. Requirements

• May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.
• Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
• The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
• Pilots are required to maintain the same medical standards as USAF military pilots.
• Qualifications for this position require the pilot to have graduated from USAF or USN Undergraduate Pilot Training (UPT) with a "Fighter/Attack" Qualification rating.
• This is not a permanent appointment. This is an indefinite tenure appointment not to exceed 09/30/2025.
• The incumbent will be separated at the expiration of the term of appointment.

Col/O5 Mandatory Qualification Requirements: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). General Experience: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. Specialized Experience: Is experience that prepares the applicant to perform the Dual Status technician duties and responsibilities. To qualify, an applicant's educational-degree study program, military professional and technical training schools or academies, and aviation certifications may apply as substitutions for some specialized experience factors. Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-13 Air National Guard Dual Status Officer positions. For Air National Guard positions, must have at least two years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main- frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the ability to train and instruct others in the piloting of a specified main-frame military aircraft. Experienced in reading and applying mission tasks, intelligence reports, and weather information. Experienced in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance. Experienced in conducting or supervising crew member training on simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Experienced in planning and preparing for missions; and, must have at least two years experiences in piloting or instructing others in piloting specific air-frame/military aircraft. Experienced in various piloting administrative tasks performed in support of Air National Guard aviation programs. Experienced in aviation unit quality control management programs, Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in using aircraft instrumentation and aircraft mounted video cameras. Experienced in visual flight- rule type flying and aircraft instrument flying. Experienced in flying simulated "real world" combat and non-combat missions and terrain. Experienced in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace. Experienced in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands. Experienced in working independently to plan and perform work assignments. Experienced in completing safe and efficient mission accomplishments through the use of Operational Risk Management. Experienced performing aviation duties such as, cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, or directing emergency actions that involved unit support agencies. Experienced in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the application of instructional techniques to the training of other pilots in the Army National Guard flying facilities. Experienced in conducting particular missions and flying specific main- frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions. Experienced in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. Experienced in reviewing and complying with applicable service flight publications and directives for accuracy and currency. Experienced on weaponry and combat or non-combat tactics for applicable military aircraft. Experienced with wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments.

Education

An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
