Duties

Process fluid minerals applications for Permit to Drill. Process fluid minerals sundry notices for complex drilling, plugging, and production situations. Evaluate suspension of operations and/or production applications. Manage the federal idle well and orphan well program. Evaluate and maintain proper bonding for wells operated on Federal lands.

Qualifications

Recent Graduates Program Recent Graduates who in the previous 2 years have completed a degree or certificate from a qualifying educational institution. Veterans precluded by a military service obligation have up to 6 years after completion of degree or certificate to apply. Recent Graduates This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply; (2) Applicants who completed their educational program requirements after December 27, 2010, will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1-year developmental program and meets the OPM Qualification Standards for the targeted occupational series. To be eligible, an applicant must: A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010, will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. Specialized Experience In order to assess you meet a qualified status for this position the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-05) of the position to be filled. For the GS-07 grade level, in addition to meeting the individual occupational requirements listed in the education section, you must have at least one year of specialized experience equivalent to the GS-05. Examples of specialized experience may include: Assist in evaluating fluid minerals applications for Permit to Drill, fluid minerals sundry notices, plugging, and production situations, suspension of operations and/or production applications; participates in the preparation of environmental analyses and other environmental and land use planning documents. OR, (1) 1 year of graduate-level education or superior academic achievement. OR, (2) 1 year equivalent of creditable specialized experience equivalent to the GS-05 grade level. OR, (3) Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must meet all eligibility and qualification requirements by the closing date of the announcement. Superior Academic Achievement: Applicant must have an overall GPA of 3.0 or higher out of a possible 4.0 as recorded on official transcript, or as computed based on four (4) years of education, or as computed based on courses completed during the final two (2) years of the curriculum (see Superior Academic Achievement). Physical Demands: The work is primarily sedentary. Occasionally, the employee conducts field work which requires travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment. Work Environment: Most work is performed in a typical office environment. Occasional field work will require exposure to a range of climatic conditions from subzero to over 100 degrees temperatures, rain and snow; exposure to poisonous gasses, and other similar dangerous conditions.

Education

This position has a positive education requirement which requires the basic requirements of: A.) Degree in: Engineering. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR, B.) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1. or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
