This position is located in Golden Gate National Recreation Area, in the Business Management Division.
This is a permanent career appointment.
Duties
The position serves as Business Management Analyst for the Division of Business Management with primary responsibility for concession and partnership development.
Works with Park's senior management and multi-disciplinary staff to develop strategies for business agreements and agreement administration that help achieve Park management goals, within the context of the Park's General Management Plan, other planning documents, and NPS rules, regulations, and policies.
Develops business agreements, including cooperative agreements, concession contracts, leases, and special use permits.
Works with partner organizations and park's senior leadership and other internal stakeholders to develop appropriate partnership terms and conditions, draft agreements, and manage policy and legal review processes.
Effectively negotiates final agreement terms with partners.
Determines and develops the specific terms and conditions required in business agreements, including but is not limited to identifying and defining the types of activities authorized, assigned facilities, facilities management and capital improvement programs, financial requirements, fee programs, performance standards, various operational plans, and safety programs.
Analyzes visitor needs, local market, financial information, and the park mission to anticipate trends and challenges and make strategic recommendations to park leadership regarding diverse business, real estate, and partnership opportunities in the park.
Facilitates communication between park partners and multi-disciplinary NPS staff to accomplish long-term goals as well as resolve day to day issues.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) serving as a business specialist or consultant or similar position in which the applicant was required to do most of the following' (2) managing the development of strategic or business plans; (3) managing the development and negotiation of business or partnership agreements; (4) overseeing nonprofit or commercial operations within a National Park or similar setting; (5) facilitating implementation of third party operating or maintenance plans; (6) conducting the performance evaluation of nonprofit or commercial operations; and (7) resolving conflicts between diverse groups having differing interests, beliefs, and values.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
