About the Position: This position is located at Madigan Army Medical Center (MAMC), in Tacoma, Washington. Tacoma is a diverse city nestled between Seattle and the state capital of Olympia. Tacoma is located on the shores of Commencement Bay, within pristine eyesight of Mount Rainier. World-class museums, hotels and theaters This is a Direct Hire Authority (DHA) solicitation.

Duties

Provide leadership to subordinate, department-level, Health System Administrators and Health System Specialists, and to their employees. Plan/assign work to be accomplished by employees, evaluate the performance of employees, approve leave, hear/resolve complaints, recommend awards, effect disciplinary actions, and interview/select candidates for positions. Develop and execute budget plans for the Directorate and assist subordinate Health System Administrators/Specialists in developing and reviewing budget plans for their departments. Analyze healthcare policies/procedures/programs to ensure they are beneficial, cost-effective, and meet quality/productivity standards. Resolve complex and unusual healthcare administration issues. Maintain constant communication with senior leadership regarding resource management, personnel management, and healthcare administration for the Directorate. Serve as a liaison between the organization and the human resources office. Utilize automated systems to complete human resource tasks, supervisory tasks, and healthcare administration tasks.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the GS-13 level in the Federal service which includes evaluating and identifying problems with healthcare administration issues such as: patient access to care, quality of care, provider availability, and cost-effectiveness; developing/revising healthcare processes, systems, clinics, programs, and/or policies; preparing and executing budget plans for the organization; and providing supervision, leadership, and oversight over employees and their work.This experience is typical of work performed at the next lower grade level in the Federal Service, GS-13, or equivalent. Special Provision for In-service Placement Applicants: If you are an in-service placement applicant (eligible for promotion, reassignment, change-to-lower grade, transfer, reinstatement, re-employment, or restoration) and have successfully completed an agency-sponsored on-the-job training program which included a formal individualized training plan in an operating health care system, you may be able to qualify for this position. The training program must have included: assignments which provided a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments which provided an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of your progress and appropriate adjustment of the training program. Note: If you meet this training requirement, you must upload a copy of your completed training plan with your application package. Some positions allow applicants to substitute education for the required experience. For this position, applicants must meet the specialized experience requirement or meet the special provision for in-service applicants (above). Education substitution is not allowed.
