This position is located in Bighorn Canyon National Recreation Area, in the Resource Management Division and implements biological resource management actions.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work for approximately 50 weeks per year, from late October to mid-October the following year and you will be in a non-pay status for the remainder of the year.
Duties
Duties include but are not limited to:
Oversee the Integrated Pest Management (IPM) program for multiple parks in the Powder River Group (PRG).
Safely work in close proximity to wild horses and use low-stress livestock handling technique to move wild horses through livestock handling corrals including small alleyways, pens and gates and trailers.
Assist other agencies with wildlife programs (i.e. BLM wild horse fertility program.)
Perform NEPA compliance and PEPC projects for multiple parks in the PRG.
Collect video and visual behavior data and report bear management issues and give recommendations to the management team on closures of public use areas.
Use Project Management Information System (PMIS) and write projects for funding oppertunities outside of the park.
Duties will be developmental in nature when filled below the full performance level.
Area Information:
At first glance, time seems to have stopped at Bighorn Canyon. Cutting across the north end of the Big Horn Mountains, the lake and the steep-sided canyon provides a peaceful setting for those seeking a break from the daily routine. The focus of the area is the 71-mile-long Bighorn Lake, created by the Yellowtail Dam. The small community of Fort Smith, Montana has a convenience store, gas station, restaurant, some outfitting services with accommodations and a post office. Hardin, 42 miles to the north, has a hospital and all other necessary services. Billings, which has a population of approximately 100,000 people, is 90 miles from Fort Smith. The South District, near Lovell, WY, (population 2,500) has a hospital, schools, supermarket, convenience stores, motels, and gas stations. Lovell is 90 miles from Billings.
Year-around recreational opportunities abound within a few hours commuting distance from the park. The north district is situated at the base of the Bighorn Mountains with an elevation averaging 3,287 feet. The climate is semi-arid, receiving 18 to 20 inches of rain annually. The south district is high desert, receiving 6 to 10 inches of rain annually. Summer average temperatures include highs in the 80s (F) and 90s (F), and lows in the 50s (F) and 60s (F). Summer temperatures can peak over 100 degrees. Winter average temperatures range from the mid-20s to mid-30s with low temperatures averaging in the 10s (F) and 20s (F). During the winter the thermometer can drop below 0 (F) with extreme wind chill factors.
Qualifications
All qualifications must be met by the closing date of this announcement-06/14/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-08 grade level you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1. Observed, recorded and collected field data while applying natural resource management principles and techniques; 2. Assisted in the preparation of wildlife management plans and reports; 3. Used personal computers, radio telemetry equipment and specialized software to summarize, analyze, and report data and other resource management information; 4. Provided public information on natural resource management programs. You must include hours per week worked.
To qualify for this position at the GS-09 grade level you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1. Observed wildlife in the field and recorded and collected scientific data while applying natural resource management principles and techniques; 2. Prepared wildlife management plans and reports; 3. Used personal computers, radio telemetry equipment and specialized software to summarize data and perform statistical tests for biological patterns; 4. Provided formal and informal public information and presentations on natural resource management programs. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Documentation for the
Land Management Workforce Flexibility Act (LMWFA) eligibility,
submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for
each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
