You will serve as a Supervisory Administrative/Technical Specialist in the Warehouse Operations Torpedo Support division of the Property Management Department of the Naval Sea Logistics Center (NSLC) Naval Undersea Warfare Center Division Keyport (NAVSEALOGCENKYPTDIVNUWC MECH PA). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will provide warehouse management, inventory management, supply management, and analytical program support to the Department of the Naval Undersea Warfare Center Division Keyport. You will assist senior level employees and supervisors to initiate, develop, schedule, implement, and monitor options to solve problems in materials management. You will utilize automated and manual material management system methods for tracking materials movement. You will participate in the planning, management, and control of materials staged and stored in warehouse facilities. You will recommend ways to resolve issues with material support programs. You will perform audits on Supply Chain Management (SCM) functions. You will monitor Supply Chain Management operations, procedures, and processes over inventory management, material management, warehousing, receipt processing, receipt inspection, and material storage. You will compile and evaluate various supply operational statistics, including performance metrics. You will manage inventory through Navy Enterprise Resource Planning (N-ERP) to ensure production operation requirements are met. You will recommend policy and/or procedural changes for improved supply effectiveness and responsiveness. You will assist in developing and monitoring standard operating procedures. You will conduct daily safety checks on vehicles and Material Handling Equipment (MHE) for proper operation of safety features and document any deficiencies. You will operate vehicles and Material Handling Equipment (MHE) to transport, load, or move material. You will serve on Explosives Qualification/Certification Board as team lead during explosive handling and loading. You will perform routine supervisory duties such as hiring, disciplinary actions, performance management, time keeping and leave approval.

Requirements

  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower level NT-03 (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector leading the evaluation of supply operation data to identify and resolve issues ensuring Operating Material and Supply and associated warehouse operations requirements are met. Education

  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
