The primary purpose of this position is to provide Electronics Equipment Specialist expertise and technical assistance for assigned electronic equipment and to serve as the technical expert to Air Force organizations in terms of electronic equipment integration and technical data.
Duties
Conducts procurement activity for Industrial Plant Equipment (IPE) as well as other shop aids and consummables required to support effective execution of depot support activities.
Exercises continuing responsibility for production related activities for new equipment and/or major modifications.
Manages and provides technical assistance on all Industrial Plant Equipment (IPE) and accomplishes all necessary actions required to establish and maintain support effectiveness of assigned equipment.
Participates in conferences, as required, with System Program Offices (SPO), contractors, engineers, and high-level management personnel, formulating top level plans, policies and objectives pertinent to assigned equipment.
Complies with security and safety requirements and guidelines.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements.
Analyzing equipment and forecasting spare parts requirements.
Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing Electronics Equipment Specialist expertise and technical assistance for assigned electronic equipment of electronic equipment integration and technical data. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed a Master's or equivalent Graduate Degree or completed two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-undergraduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of standards, methods, practices and techniques, materials, and equipment applicable to system processes and operations.
2. Knowledge of assigned equipment and components and their characteristics, properties and uses.
3. Knowledge of acquisition planning and performance work statements.
4. Knowledge of acquisition requirements sufficient to serve as a Contracting Officer's Technical Representative.
5. Knowledge of security, safety, and health guidelines and regulations.
6. Knowledge of the procurement process for both Government purchase cards and contract packages.
7. Ability to interpret specialized documentation and descriptions pertaining to equipment.
8. Ability to plan, conduct, and record survey and inspections to properly manage equipment accounts and credit card purchases.
9. Ability to communicate orally and in writing.
10. Skill in writing technical descriptions of equipment for procurement, applies to all 4 duties.
11. Knowledge of automated data processing, concepts, systems capabilities, and economic usage to effectively complete assignments.
12. Ability to develop, collect, analyze, evaluate and interpret the full range of technical data (e.g. specifications, schematics, engineering drawings, test reports, manufacturing catalogs) in order to extract appropriate information to develop technical decisions and recommendations.
13. Ability to apply lean safety, security and health principles, practices, and procedures and to understand and apply internal management procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is mainly sedentary, but may require some walking in offices, production areas, utility plants, food service facilities, laboratories, and work areas. Some employees may carry light items such as briefcases, notebooks, work papers, and test equipment or drive a motor vehicle. The work does not require any special physical effort or ability.
WORK ENVIRONMENT: The work area is usually an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in facilities such as production facilities and utility plants.
