About the Position: Coordinates and performs surveillance of a variety of projects, including (but not limited to) major/minor maintenance and repair projects, recapitalization/facilitation projects, equipment upgrades and replacement and process control projects through their entire lifecycle from inception to completion.

Duties

Oversee the integration of relational databases such as the Installation Status Report (ISR), Unfunded Requirements (UFRs), BUILDER program and Installation Energy and Water Program (IEWP). Lead mission assurance activities working with security, production, and others in developing response action plans. Make determinations on repair versus replacement and when recapitalization is most appropriate. Ensure designs and specifications prepared by others are in compliance with HWAD/Army requirements and A/E designs meet user/installation requirements. Serve as technical advisor to personnel involved with construction process and perform contractor surveillance on all project work. Evaluate, plan, and coordinate with the operating contractor to ensure that recurring systems repair and upgrade needs are included within the master plan Make recommendations to the Commander's Representative on call letter organization and communication strategy Ensure environmental compliance documentation is complete and accurate to support the proposed replacement, renovation, repair and/or alteration of projects.

Specialized Experience: One year of specialized experience which includes the following: Coordinating a maintenance program concerning facility operations with complicated technical requirements needed to evaluate, adapt, or modify procedures and practices concerning property facilities, utility systems, buildings, equipment, plans, and grounds. Applying a full range of principles, concepts, and methods of facility administration. Inspecting new building construction and/or existing buildings, to identify maintenance or restoration requirements and continually coordinating with engineers on work projects. Estimating material and labor costs for a variety of construction and/or maintenance projects. Reviewing and analyzing work plans to ensure they meet specifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Facilities Operations and MaintenanceFacilities Requirements Analysis and PlanningOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
