This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 5), Position Description Number T5901500 and is part of the IL 126, National Guard.
Duties
As a ADMINISTRATIVE OFFICER (TITLE 5), GS-0341-12, you will function as the Wing's Executive Officer and advisor to the Air Commander in the management and administration of services essential to the operation of the flying wing, providing direction and leadership, towards the planning, implementing and achievement of the wings' strategic plan.
Major Duties - This is NOT an all-inclusive list:
Ensure internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness.
Accomplish or assign actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group.
Address Freedom of Information Act (FOIA) initiatives, legislative activities, and responses to congressional inquiries.
Act as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander.
Initiate, plan, direct, and/or participate in special studies and projects in areas such as; resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc.
Research, review, and analyze processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency.
Direct and oversee actions required to implement procedural changes, conducts in-process efficiency reviews, participates in site visits, completes after action reports, maintains historical data; ensures documented evidence is provided to support cost savings without compromising required standards of readiness, accuracy, effectiveness, and/or safety.
Develop, maintain, and monitor integrated reporting systems affecting programs with interrelated functions and operations.
Represent the Wing in meetings with congressional, state and local officials, special interest and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions.
Provide oversight, coordination and collaboration as it pertains to protocol functions.
Qualifications
GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1 year of experience in equivalent to the GS-11 Level; experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; experience in analytical and investigative techniques.

You will receive credit for all qualifying experience, including volunteer experience.
