The primary purpose of this position is to serve as the Jeanne M. Holm Center for Officer Accessions and Citizen Development (Holm Center) Deputy Inspector General (IG) and advisor to the Commander on all IG matters. Administers, coordinates, reviews, synchronizes, and approves IG complaint resolutions for Holm Center and its subordinated organizations. Duties

Plans, organizes, and executes a wide range of activities for Holm Center Complaints Resolution (CRP) and Fraud, Waste, and Abuse (FWA) Programs. Monitors and evaluates the compliance and effectiveness of Commander's Inspection Programs (CCIP) among subordinate units. Directs and/or conducts all IG investigations of Reprisal; Restriction; Improper Mental Health Evaluation Referrals due to reprisal; and fraud, waste and abuse for Holm Center units, and those directed by Secretary of the Air Force (SAF)/IG and MAJCOM/IG. Develops and administers a viable education and training program for Holm Center commander, staff, and subordinate units in regard to the AF Complaints Resolution and Fraud, Waste, and Abuse programs.

  • Work may require access to classified information. Must be able to obtain and maintain a Secret security clearance.
  • This position requires a high degree of discretion due to access to sensitive information. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Employee will be required to travel for temporary duty to accomplish inspections, SAVs, attend meetings, conferences or receive training.
  • In Accordance With (IAW) Air Force (AF) guidance, incumbent must complete the Air Force Inspector General Training Course (IGTC) within 90 days of appointment; must complete the USAF Basic Inspectors (cont'd)
  • (cont'd) Course for the Commanders Inspection Program within 90 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD and AF regulations.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to the possibility of a random drug test.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, issues related to the Inspector General (IG) complaints process, and Fraud, Waste, and Abuse disclosures in order to apply this knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries and advising Holm Center personnel accordingly. Knowledge of a wide range of complex inspection principles, concepts, and practices in order to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for the Holm Center, and of the mission, capabilities, organizations and operations of the Inspector General. Knowledge of various military and civilian programs, such as those concerning assignments, promotion, training, pay, military justice, and equal opportunity/treatment. Knowledge of a wide range of analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations and the improvement of critical installation-level plans and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints resolution process; investigative techniques, principles, and procedures to conduct complex investigations of allegations of fraud, waste, and abuse or other complaints of wrong-doing or inappropriate behavior on the part of federal military and civilian employees. Knowledge of complex inspection principles, concepts, and practices in order to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Knowledge of fact-finding, planning, and methodologies in conducting interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. Knowledge of Holm Center and subordinate unit missions, roles, functions, organizational structure, and operations of Department of Defense (DoD), AF, or other entities that govern, interface with, and/or influence the complaints resolution process. Skill in applying tact and diplomacy during difficult circumstances to advise and inform complainants or high-level offices on complicated, sensitive, and occasionally controversial issues or developing presentations and briefing audiences. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
