You will serve as a SUPERVISORY INTERDISCIPLINARY ARCHITECT/GENERAL/CIVIL/MECHANICAL/ELECTRICAL ENGINEER in the PUBLIC WORKS DEPARTMENT of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will advise multi-disciplinary teams on facility development products or services to ensure successful project execution. You will manage design and construction projects to promptly identify and resolve issues while ensuring the structure, systems, functions and performance adhere to pre-established standards and requirements. You will lead a wide range of personnel (e.g., engineers, technical personnel, contractors) to support facilities engineering project issues. You will mentor employees in the area of project management ensuring performance, cost, and schedule metrics are met. You will formulate budgeting justification and expenditure tracking for all assigned facility construction projects to ensure command requirements are met. You will manage financial assets for multiple funding streams to ensure compliance with differing restrictions on the use of those funds. You will identify training needs to ensure employees' are skilled in accomplishing the organization's mission requirements. You will supervise or lead a team by assigning and directing work, monitoring performance, establishing priorities, and adjusting workload.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • It is required that the incumbent be a Registered Professional Engineer (PE) or Architect (RA).

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, 0810, 0830, 0850 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Identifying the need for a modification to scope, cost, and/or schedule based on collaboration with the contractor, Supported Command, designer, and/or other entities; 2) Ensuring communication between the project manager, contract specialist, the contractor, the project technical team, the client, and others as appropriate for design-build projects; 3) Planning work to be accomplished by subordinates, setting priorities, and preparing schedules for completion of work; 4) Reviewing and evaluating work methods, processes, work assignments, and staffing to ensure actions will reduce costs, increase productivity, and meet mission requirements; and 5) Providing mentoring to assigned staff and junior engineers on architectural and engineering matters.
