The incumbent serves as the Deputy Chief of the Mission Operations Branch in the Space Medicine Operations Division and is responsible for planning, guiding, coordinating, and managing the work of subordinate, secondary, and matrixed resources engaged in conducting human spaceflight operations for a variety of program customers including International Space Station, Multi-Purpose Crew Vehicle, Commercial Crew, Gateway, and Human Landing System, and Human Research Program.
Duties
Provide technical leadership and help manage a staff of engineers, physicists, scientists and clinical non-physician personnel in all applicable processes and policies, focusing on horizontal integration across space medicine operations.
In the absence of the Chief, participate and advise on the overall direction of Branch technical group leadership, processes, and policies with a focus on horizontal integration across medical operations, radiation operations, and payload operations.
Provide guidance in development efforts for long-range planning of complex projects with multiple interfaces whose scope addresses the human risks of space flight as identified by the Human Systems Risk Board.
Assist in management and execution of the Branch budget process including development and implementation of Independent Technical Assessments, Memorandums of Understanding, Space Act Agreements, and International Partner Authorization Documents.
Conduct review and analysis of resources data including contract cost performance as those resources are used in support of the Branch. Assist in the oversight of contractor personnel to safely achieve program and contract objectives.
Provide analysis of Branch institutional requirements including contractor and civil service equipment, facilities, and networks.
Assist in making decisions about largely undefined issues and elements requiring extensive probing and analysis. Develop, prepare, analyze, and validate near and long-term resource planning estimates in support of objective and related work.
Assist the Chief in serving as an authoritative human flight operations expert to program and contractor meetings, Directorate, Center, or Agency level forums and International Partner Offices.
Provide leadership for operations integration of new human space vehicles.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading a team in human spaceflight operations;
Developing or executing financial and planning processes such as: procurement; task order agreements; Planning, Programming, Budgeting and Execution (PPBE); Memorandums of Understanding (MOU) and Space Act Agreements;
Providing technical advice or management on human spaceflight program integration or development that impact at least one of the following: addressing critical timelines, technical risk, resource allocation, compatibility of systems and subsystems, and project performance.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
