This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as the IT Cybersecurity Specialist (Network Services) for the Joint Activities Command. This position located at Fort Meade, Maryland.
Duties
Plans, develops and implements cyberspace capabilities, techniques, and procedures in accordance with operational requirements.
Develops training for Cyber personnel on network information assurance products and procedures.
Responsible for developing and maintaining the command's training, certification and validation programs for Cyber.
Coordinates within the intelligence community to ensure that collection management, analysis and production are sufficient to support planning and operations.
Works with field security officers, system administrators, and other support personnel to ensure information assurance regulations and guidance are followed and that installation, command and agency information assurance standards are met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- This position requires the completion of a pre-employment Deployable Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
- This position is Deployable and is expected to travel OCONUS on a regular, rotating basis and/or on short notice. Duties may be performed under austere and potentially hazardous conditions during exercise and deployment operations.
- May be required to deploy into areas in which hostile action may occur. May be required to complete specific training, physical examination, and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
- This position requires travel and temporary duty (TDY) to various CONUS AND OCONUS locations up to 30%.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.

Specialized and Other Experience: One year of specialized experience which includes: 1) Designing computer networks to include use of LINUX, UNIX, SUN and MICROSOFT products as the base operating system. 2) Interfacing with various national level and joint agencies to coordinate solutions to complex Cyber planning issues. 3) Perform in-depth program analysis in the development, evaluation, testing and/or fielding of required communications system. 4) Writing policy for use in network design, development and implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
