The primary purpose of this position is to purpose of this position is to serve as the Facilities and Logistics Manager for the 53d Wing (ACC), the Operational Testing and Evaluation (OT&E) focal point for combat air forces in electronic combat, armament, avionics, chemical defense, reconnaissance, aircrew training devices, and advanced weapons systems.

Duties
Initiates, analyzes, negotiates, coordinates, executes, and reviews all support for government and GSA vehicles within the wing.
Serve as facility manager for the wing. Analyze, plan, formulate, and controls policy pertaining to Civil Engineering (CE) construction and maintenance projects.
Develops and implements wing policy and procedures supporting Emergency Management (EM) operations.
Incumbent is responsible for oversight of 53d Wing assets in excess of $300 million.
Coordinate with multiple outside agencies to ensure compliance with all environmental management requirements.
Serve as the 53d Wing Energy Program Manager for energy requirements.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of facility management procedures and Civil Engineering processes and procedures; Knowledge and experience with facial and budgeting requirements; knowledge of environmental management processes and programs. Knowledge of emergency management procedures to include fire prevention and response, natural disaster response, hurricane procedures, and antiterrorism requirements. Knowledge of vehicle management procedures to include Government (GOV) and The General Services Administration (GSA) vehicles. Knowledge of Support Agreement format and requirements.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in engineering, industrial arts, property management, or business administration. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of facility management procedures. Knowledge of Civil Engineering processes and procedures. Knowledge and experience with financial and budgeting requirements.
Experience working with environmental management processes and programs.
Knowledge of emergency management procedures to include fire prevention and response, natural disaster response, hurricane procedures, and antiterrorism requirements.
Requires experience working with vehicle management procedures to include GOV and GSA vehicles.
Knowledge of Support Agreement format and requirements.
Ability to communicate effectively both orally and in writing with a wide spectrum of military and civilian counterparts and maintain positive working relations. Ability to use desktop computers and a variety of software to prepare written documents, conduct electronic correspondence, prepare slides and spreadsheets for briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
