You will serve as a You will serve as a Financial Management Analyst in the OFFICE OF BUDGET (FMB) of the OFFICE OF THE ASSISTANT SECRETARY OF THE NAVY (FINANCIAL MANAGEMENT & COMPTROLLER). ASN.
Duties
You will Manage high value programs (construction, C4I, OPN, and R and D programs in the investment and development programs including MILCON, MILCON Reserve, Family Housing, BRAC, OPN, and RDTEN appropriations, as well as business IT.
You will perform budget review and analyze, coordinate, evaluate estimates for the preparation and adjudication of issue papers.
You will perform budget formulation and prescribe procedures governing preparation/ administration of the budget and develop budget plans.
You will perform budget justification to higher authority (OSD/OMB/Congress), develop appropriation language, prepare appeals to USDC/CAPE adjustments (PBDs/PDM) and Congressional markup.
You will perform budget execution through continual review of program execution and realign funds via (BTR/ATR) as necessary.
You will perform programming through participating in the programming process by attending POM build briefs, reviewing the DPG, POM issue papers, and PDMs.

- This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector:
1) Experience resolving financial management issues by determining alternate solutions to problems;
2) Experience interpreting budgetary guidance in order to communicate information to personnel;
3) Experience providing guidance to personnel on financial policies and procedures;
4) Experience implementing financial policies and procedures in accordance with the organization's plans and requirements.
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector:
1) Experience drafting and formulating budgets, task plans, and budget execution plans;
2) Experience analyzing work throughout the budget cycle;
3) Experience ensuring organizational financial practices are in compliance with financial management rules and regulations.
