As a Supervisory Agency Mail Manager at the GS-0301-12, you will be part of Facilities, Security, and Emergency Management Office of Personnel Management (OPM). If selected, you will be responsible for planning, directing, and monitoring all work within the Mail Operations Center. The incumbent represents and speaks on behalf of the Office of Personnel Management regarding mail management.

Duties

Establishes and oversees both broad and direct federal mail management activities to ensure compliance across the agency. Represents the agency in government-wide federal working groups, meetings, and committees as well as with private sector providers. Participates in and advises on mailroom safety and security protocols, in accordance with federal policy and directives, to ensure the protection of all mail processing to prevent, deter, and mitigate the effects of deliberate efforts to destroy, incapacitate, or exploit the agency's Mail Center. Plans, organizes, directs, reviews, coordinates, and establishes policies for all agency mail management activities. Conducts surveys and employs various qualitative and quantitative methods to evaluate and enhance mail management processes and systems. Establishes criteria and objectives for assessment, reviews both automated and manual systems along with their interconnections and provides recommendations to enhance overall effectiveness. Coordinates and consolidates findings and recommendations and presents them to leadership through briefings, project or position papers, status reports, etc. Conducts budget formulation, execution, analyses to anticipate internal Mail Center staffing needs and annual agency-wide postage funding needs. Serves as a Contracting Officer Representative (COR) and oversees multiple contracts for support services staff and postal equipment. Analyzes postage usage and billing of all program offices to detect changes, cost trends, and avenues for increased cost savings, as well as determining requirements for broad policy changes affecting mail operations enterprise wide.

Qualifications

For the GS-12 grade level: You must have one year of specialized experience at the GS-11 grade level (or equivalent) which includes the following experience: Facilitating federal mail management activities to ensure compliance with legal regulations, organizational policies, and industry standards. Participating in and advising on safety and security protocols of mail processing. Working with agency security stakeholders to implement security countermeasures, e.g., restricted access, inspection of incoming mail, etc. Communicating and reporting on the status of mail room operations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
