The following are the duties of this position at the full working level.
Serves as a project manager for HR Governance and Advisory Services Office responsible for projects that impact multiple organizations and/or IRS locations. Projects often cut across business units. Consults with Executives and project and program managers to establish and define the overall goals and objectives, prepares short- and long-term action plans and schedules for various phases of a project.
Provides key input to Executive leadership and team members to ensure all project tracking and documentation aspects are completed accurately, thoroughly, and timely. Delivers recommendations and determinations to improve business practices and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Responsible for developing the implementation of the initial design of new program activities and interacts with offices such as Department of Treasury and private-industry sources. Responsible for monitoring the progress of projects and updating all project control systems used by the HR Governance and Advisory services teams. Conducts reviews of projects assigned to others within business units to ensure compliance with all customer requirements.
Prepares agency directives, IRM issuances, memoranda, service wide policy statements, and other written guidelines and recommendations relating to the project.
Serves as an analyst and leader for the program area, providing expert assistance and advice on relevant HR and service wide issues and special assigned projects
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-14 Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct broad analytical studies and/or projects relating to substantive, mission-oriented programs. Knowledge of the organization's goals and objectives including the sequence and timing of key program events and milestones, and its interrelationships with other programs and key administrative support functions. Experience serving as a project manager leading other analysts in various analytical studies and projects to resolve substantive problems or improve effectiveness and efficiency of operations. Experience presenting findings, delivering briefings, and facilitating training for employees, managers, and/or Executives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
