This is a National Guard Title 32 Excepted position for a SUPERVISORY IT SPECIALIST (NETWORK/CUSTSPT), Position Description Number D2174P01 , and is part of the 169 CS, South Carolina Air National Guard.
Duties
This position is located in the Operations Section of a Base Communications Unit. This position serves as the Operations Section supervisor and a senior Information Technology (IT) specialist. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to perform a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel within the Section. Responsible for analyzing customer requirements and managing the systems administration, optimization, operational requirements and maintenance associated with the various local area/wide area networks (LAN/WAN), wireless systems, and voice systems utilized by both Wing and tenant organizations on the base. Manages customer IT requirements to meet operational, training, and readiness missions. Ensures viable training programs are developed for assigned functions.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.

- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.

Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Area 1 Only.
First Area: Current permanent employees of the South Carolina Air National Guard.
Second Area: Current members of the South Carolina Air National Guard.
Third Area: Any individual eligible for membership in the South Carolina Air National Guard.
*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Requirements- Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
GENERAL EXPERIENCE REQUIREMENTS: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Must obtain and maintain a SECRET clearance level.
2. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level 3.
3. Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. 4. All certifications are required within 6 months of employment.
Education
Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
