Duties
Provides professional accounting advice and assistance in the resolution of diverse, complex, or controversial accounting problems for Out of Service (OOS) debt collection and reconciliation process.
Reviews and analyzes operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting transactions between processing and posting to appropriate general ledger.
Identifies problem areas and determines actions required to improve operating program effectiveness, ensuring the propriety of accounting transaction processing, and maintaining the integrity of accounting records and financial information.
Examines internal control systems and analyzes/evaluates effectiveness, adequacy, and interrelationships within/among segments of the system and other segments within the organization.
Maintains contact with operating and program officials at all management levels and responds to questions from customers and subordinates regarding accounting data discrepancies.
Performs special audits, studies, or reviews to determine reliability and accuracy of accounting reports and financial statements produced.
Communicates the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services.
Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to research and analyze problems and/or data using automated analyses and retrieval techniques.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-12 Specialized experience is defined as: applying financial management principles, theories, procedures, and applications to analyze financial operations; participating in enterprise wide audit readiness initiatives by identifying internal control standards, control objectives, risks, and deficiencies in financial policies, procedures, operations or systems; and, recommend solutions to financial management problems to enhance the validity, accuracy and integrity of financial processes, data and statements.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service to be eligible for GS-12.

GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
