About the Position: Serves as an action officer responsible for assuring compliance with the provisions of the Occupational Safety and Health Act (OSHA), carrying out responsibilities for the general safety and health functions for the Vicksburg District Safety Program. (NOTE: Management may make a selection at the GS-09 or GS-11 grade level.)

Duties

Conduct safety and occupational health training courses for supervisors and employees. Recommend new safety techniques, devices or apparel to improve the safety of an operation. Explain safety plans and requirements to supervisors and employees. Recommend safety training in operations where hazards and/or accident risks exist. Develop a safety awareness program for an organization. Identify safety program changes to prevent potential accidents. Conduct surveys at worksites to review high-risk activities. Inspect construction and maintenance work sites to ensure compliance with safety policies. Identify safety and occupational health needs for an organization.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience required for the GS-09 Specialized Experience: One year of specialized experience which includes 1) Conduct routine safety and occupational health inspections; and/or 2) Explain safety and occupational health rules and regulations to supervisors or employees; and 3) Assist in administering a safety and occupational health program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Experience required for the GS-11 Specialized Experience: One year of specialized experience which includes 1.) Inspect work sites for compliance with safety and occupational health rules and regulations; 2.) Advise on safety methods, techniques and procedures; and 3.) develop safety training materials and courses to promote safety awareness. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationSafety and Occupational Health (SOH) Hazard ControlSafety and Occupational Health (SOH) Hazard Identification For the GS-09: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For the GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
