Duties

This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4/G-4), Surface Maintenance Facility. The purpose of this position is to supervise workers, either directly or through subordinate leaders, in accomplishing trades and labor work operations in a segment of an organization, group, or work shift. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Surface Maintenance Mechanic, WG-5801-10.
Description of Duties:
(1) Planning: Plans the use of workers, equipment, facilities, materials, and tools on a day-to-day or project-by-project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by the supervisor. Follows customary work cycles and sequences in planning work assignments. Tracks and reports progress on work assignments and requests authority to adjust worker assignments; and to use overtime, equipment, and materials to meet schedules. Recommends changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirects resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences.
(2) Work Direction: Assigns work to personnel and provides technical direction and/or help in accomplishing difficult work steps and processes. Observes work in progress to anticipate and resolve problems. Reassigns personnel within groups supervised and coordinates work among workers and other supervisors to maintain work progress to meet schedules. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to the supervisor.
(3) Administration: Supports and explains management programs to subordinates. Recommends performance ratings, training, disciplinary actions, changes in performance standards, and the most suitable applicants for vacancies. Advises and counsels workers on how to improve performance and explains new work techniques. Investigates grievances and complaints, resolves them informally, and notifies the supervisor of those of sufficient importance or seriousness. Assures safety and housekeeping practices are observed. Maintains work reports and records and assists the supervisor in planning overall leave schedules.
(4) Performs the nonsupervisory functions of the organizational segment supervised.
(5) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.
(6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform additional duties such as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operator, maintenance of facilities and equipment, or serve as a member of a team to cope with natural disasters or civil emergencies.
(7) Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.

MINIMUM REQUIREMENTS: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and can use common tools and equipment in the line of work.
SPECIALIZED EXPERIENCE: Must have 18 months experience or training leading to an extensive knowledge of the mechanical makeup, operation, and working relationships of complex interconnecting systems, assemblies, and parts for a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Ability to diagnose, repair, overhaul, and modify interconnected complex systems on a variety of combat, tactical, commercial, special purpose vehicles, and equipment. Extensive knowledge of state of the art electrical, electronic, complex hydraulic, pneumatic, and other major non-mechanical systems that have a functional relationship and effect on the operation of major mechanical systems. Extensive knowledge of hydraulic lifting, loading, turning, and positioning systems and their mechanical, hydraulic, pneumatic, electrical, and electronic controls. Skill and knowledge to develop or improvise methods, alter parts, and make repairs in the absence of technical guidelines (such as modifying parts to fit and mesh into systems for which the parts were not designed); improvise modifications to equipment to correct recurring malfunctions; and design modifications to meet special test requirements or other special needs. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
