About the Position: Perform as a Physical Security Specialist responsible for physical security plans, procedures, and inspections as well as key control.

Duties

Advise the Director of Emergency Services on all physical security matters. Implement policies and procedures for the physical protection of Garrison and tenant activities facilities. Monitor the key control system, mobility badge system and security exchange badge system to ensure adequacy and regulatory compliance. Review regulations and directives from higher headquarters. Prepare regulations, supplements, standard operating procedures, polices, plans, and program goals pertaining to physical security. Coordinate operations of the Visitor Control Center (VCC). Assist the Security Manager in coordinating the installation’s countering terrorism plan.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has been designated "Mission Essential".
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • During crisis situations incumbent may be required to work other than normal duty hours that may include evenings, weekends, and/or holidays and overtime.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position requires the employee to drive a motor vehicle and must obtain the certification with 2 years of employment.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • The selectee’s inability to successfully pass; or refusal to conduct the test may result in the tentative or final job offer being withdrawn during the recruitment process.
  • You may be required to sign a ‘Drug Test Statement of Understanding’ if you are selected for this position.
  • This position requires the successful completion of the Army's Conventional Physical Security Course within the first year of employment and obtain the Department of Defense Physical Security Certification (PSC).
  • This position requires a continual education certification of 80 hours annually within the Security Professional Education Development (SPeD) Certification Program.

Qualifications

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Specialized Experience: One year of specialized experience which includes: (1) Conducting physical and internal security inspections; (2) Identifying security threats and/or deficiencies of facilities; and (3) Implementing security directives from higher headquarters This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Physical SecuritySecurity Education, Training and AwarenessSecurity Program ManagementVulnerabilities Assessment Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
