About the Position: Serves as a Land Surveyor Subject Matter Expert (SME) with wide latitude of independent action and decision to accomplish the surveying mission of the Civil Site and Survey Section, Civil and Geotechnics Branch, Engineering and Construction Division.

Duties

Apply physics and other scientific principles and concepts in formulating requirements to integrate new technology into advanced concepts. Establish budgets and cost estimates. Establish and adjust work priorities to conform to availability of funds and resources as well as manpower capabilities while ensuring that the organization’s mission is communicated to and integrated into the team’s work products and services. Utilize knowledge of physical science, UAS (unmanned aerial system) terrestrial and boundary/topographic surveying, and geospatial theories and applications; addresses complex assignments related to geomatics and/or engineering investigations. Perform major complex survey computations, adjustments, and analysis. Guide complex projects and studies that are highly visible and of extreme importance to special interest groups, individuals, farmers, businesses, local, state and federal elected officials and receives heavy news media publicity. Serve as a technical expert on engineering matters pertaining to the development of Geomatics requirements for the planning, engineering design, construction, inspection, and operation and maintenance of civil works programs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Professional Surveying License: Must be either a current Certified Federal Surveyor (CFedS) or obtain certification within one year and maintain said certification.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. OR C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes developing scopes of work and budgets, cost estimates, administering facility accounts, recommendations for equipment or software, survey methods, and/or plans and specifications for land and/or topographic survey work; inspecting, administering, and/or approving contract surveys; and working in a leadership capacity, such as field management, technical leadership, or crew chief. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
