THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS)-Title 5 OBO, Position Description Number T5869000 and is part of the WI USPFO, Wiscosnin National Guard.
Duties
Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable.
Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms.
Advises others including Federal staff, and non-Federal recipients to accomplish the program goals.
Keeps supervisors and staff informed of administrative issues and developments.
Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperative Agreements, support agreements, and cooperative agreements related to their technical programs (examples include ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Military Academies, ChalleNGe and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center (CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG). Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to NGB-AQ-A and other NGB Directorate Staff personnel, Joint Force, and respective state managers to encourage understanding and acceptance (to ensure program compliance) of the Cooperative Agreements Program.

Qualifications
GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.
For some occupations or positions, applicants must have had work experience that demonstrated KSA's in addition to those identified above. Positions with more specific general experience requirements than those described here are shown in the appropriate individual occupational requirements.
SPECIALIZED EXPERIENCE: You must have 1 year equivalent to at least next lower grade level with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. At least 2 years' experience being a Grants Office Representative (GOR) preferred but not required. Candidate has had or currently has experience with contracting and auditing. Must be DoD Financial Management Level 2 certified.
Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
