This position is located with the Bureau of Indian Affairs, Superintendent, Wind River Agency in Fort Washakie, Wyoming. This position serves as an advisor to the Realtor Officer concerning the implementation and management of the Real Estate services program in the Agency.

TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Plan and assign work to staff; set priorities and prepare schedules for completion of work. Provide advice or instruction to employees on work and administrative matters. Develop and evaluate performance standards and position descriptions. Hear and resolve complaints from employees.
Provide expert guidance for the management of trust and restricted fee real property and process applications involving trust lands, ensure protection, conservation, and prudent utilization for Indian lands.
Under guidance of Realty Officer, analyze requests for land into trust and use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner's needs.
Facilitate a trust real estate services program to accomplish the timely and efficient processing of applications for i.e., patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface and subsurface leasing and permitting.
Consults with beneficiaries/lessees/other land owners and interested parties about the process options, documentation, and other needs that may be associated with contracting and/or conveyance activities.

Qualifications
The following shows the amounts of education and/or experience required to qualify for positions covered by this standard.
Grade-11:
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
1 year of specialized experience equivalent to at least GS-9.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: Apply substantial real estate principles, rules, regulations, and practices to manage real estate services of Indian owned property; gathering relevant information, researching, analyzing, developing findings, and recommending alternatives in response to current and emerging problems that may be complex or conflicting; managing varied project activities to meet fiduciary and legal requirements as it applies to management of trust and restricted property; evaluating current practices to identify opportunities for change; and initiating and maintaining contact with technical experts, organizational staff, public and private business enterprises, and the general public; analyze policies and basic tenure and management laws in planning, developing and recommendations, also proper and accurate preparation of all leasing documents involving surface and subsurface and all other tenure and management transactions; examine lease agreements, checking accuracy of a Federal Trust Records System also research of land ownership records, estate and allotment records to determine ownership; providing technical assistance and guidance to Agency staff, Indian Landowners, Tribal Officials, Tribal Committees, prospective lessees, regarding real property leasing; supervise the preparation of surface lease provisions for negotiation and advertisement with individual land owners, prospective lessees and tribal members.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
