This position is in the Department of Veterans Affairs, Veterans Benefits Administration, Office of Equity Assurance (OEA) and is assigned to the Executive Staff. OEA is responsible for assessing program and process improvements that will allow Veterans, their Survivors, their families, and their caregivers to have equitable access to VA benefits and services. The Program Manager (Deputy Director) performs a variety of senior level analytical, planning, evaluative and advisory work.
Duties
Specific duties include:
Managerial/Technical Leadership:
Assesses priorities and resources needed and available to meet program policy goals. Makes recommendations to the Executive Director. Develops or directs the development of plans to meet objectives and monitors progress toward achievement of approved objectives.
Oversees studies, surveys, and research concerning broad areas of consideration having a major impact on the nation program offices and its beneficiaries.
Develops, structures and drafts an operating plan designed to meet the mission for OEA.
Prepares briefing materials for the Executive Director's on issues pertinent to OEA.
Serves as advisor and consultant to the Under Secretary for Benefits, Deputy Under Secretary for Benefits, Director of Office of Equity Assurance and the Secretary of Veterans Affairs on questions concerning technical aspects of assigned area.
Exercises a high degree of program management expertise and managerial competence to direct and coordinate planning of new and diverse projects, to accomplish long- and short-range goals, to advise on the solution to very complex problems, evaluate program results, and render decisions.
Project Management:
Directs or recommends initiation, modification, elimination, acceleration or suspension of programs and projects to ensure that overall objectives are met. Provides managerial leadership in integrating various OEA functions and programs and ensuring that "in-house" and contractual efforts are executed in an efficient and effective manner. Maintains management oversight over all OEA activities and functions to ensure that all efforts are accomplished.
Reviews status and progress of projects, provides management guidance and direction, and provides advice and/or decision on policy matters.
Provides project management oversight and direction to project managers in the development of study and project Management Plans.
Participates with functional divisions in development of such plans, and resolves issues with functional elements to assure optimum product schedule, cost, scope, acquisition plan, budget, and quality.
Oversees all phases of major projects to insure integration and coordination within established time frames, and maintains corporate goals and objectives, consistent with commitments and policy, as well as measurable performance criteria.
Ensures the establishment of project goals on schedule, cost, scope, and budget in study and project management plans in coordination with functional elements.
Identifies areas where slippage is occurring and determines required corrective action.
Provides information and guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that project issues are quickly resolved.
Leads the VBA Equity Leadership Collaboration Council (ELCC) a meeting held bi-weekly with VA Senior Leadership. Responsible for all executive research for the (ELCC) to include presentations materials and solicitation for items.
Manages assigned projects in accordance with established cost, schedule, functional and technical performance requirements. Review and approves all project plans prior to submission for USB approval. Manages project teams ensuring project goals are met.
Program Direction and Execution:
Oversees allocating resources necessary to implement and execute OEA's mission. Makes program assignments and provides guidance to subordinate managers and staff.
Reviews, approves, or disapproves actions involving personnel requirements and the allocation of resources among projects and/or organizations.
Assures effective workload distribution and full and proper use of personnel.
Analyzes use of resources in relation to requirements and identifies and eliminates marginal activities.
Personnel Management:
The Deputy Director has responsibility for full spectrum pf personnel management activities. Has full authority to act for the Executive Director during his/her absence. Ensures that equal opportunity underlies all personnel and supervisory actions. Supervises subordinate staff, assigns work, provides direction, conducts performance counseling and evaluation, mentoring, and all other supervisory tasks.
Interviews candidates for positions in the unit; recommends appointments, promotions, or reassignments; hears and resolves complaints and grievances from employees. Recommends awards or bonuses for subordinate staff employees.
Effects disciplinary measures for minor infractions, such as warnings and reprimands, and recommends other actions in more serious cases.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
Specialized Experience: In addition to the experience required for the GS-15, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-14 level) in the normal line of progression for the position.
Specialized Experience is defined as experience in the following areas:
Demonstrated experience in primary consultation and advisor to the Executive Director, Chief of Staff. VBA, and VA senior leadership about highly visible, complex, and enduring issues concerning the delivery and application of Veterans' benefits and services.
Demonstrated ability to establish and maintain effective communication (oral and written) across all organization levels within VA.
Demonstrated experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence.
Demonstrated experience in the formulation and execution of operational plans and provides managerial expertise regarding all aspects of staff operations for a large government organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
