The primary purpose of this position is to serve as a Passport and Visa Technician for the host installation. Position performs a wide variety of both procedural and substantive passport and personnel assistance work supporting numerous military personnel programs, operations, or functions; such as passports, assignments, evaluations, promotions, INTRO, separations, etc.

Duties

Independently processes paperwork necessary to process passport and visa actions pertaining to host, tenant units, geographically separated units, transients, reservists and dependents of active duty military personnel. Performs final clerical review of recommendations for awards, medals, decorations, commendations, and other actions submitted by units or processed by other clerks. Reviews reports, forms, documentation, and other related information concerning Air Force members and constructs/maintains military personnel records for portion pertinent to assigned area. Performs clerical support to ensure efficient office operations. Uses a variety of office automation hardware, software, and peripherals in the performance of military personnel functions and maintains files.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard passport and visa program rules, procedures, and requirements to advise customers on application procedures and certify requested actions; knowledge of, and skill in applying, a standardized body of military personnel rules, procedures, or program operations to perform or explain a range of procedures and requirements in support of military personnel programs; knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and obtain periodic reporting data or obtain information on military personnel; knowledge of various office automation software processing procedures to produce a wide range of documents to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets; ability to perform filing, receptionist, and other general clerical and office support functions. OR EDUCATION: I have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the military personnel and/or DoD regulations and procedures relating to transactions processed; and ability to apply Department of Secretary requirements, regulations, and procedures for processing individual passport and visa requests. 2. Knowledge of military organizational structure, protocol, and similar matters. 3. Knowledge of general office administrative and clerical procedures. 4. Knowledge of the military personnel automated system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5. Ability to communicate effectively, orally and in writing, and maintain effective work relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
