This position is located at Bureau of the Fiscal Service, Executive Director, Administrative Resource Center. As a Management and Program Analyst, you will analyze, evaluate and advise management on the effectiveness, productivity and efficiency of programs and operations that are critical to ARC.
Duties
As a Management and Program Analyst, you will:
Lead teams and/or individually conduct CX and stakeholder communications related projects, such as Fiscal Service and/or ARC cross-cutting projects, shared services outreach and onboarding efforts, and the implementation of ARC customer communications and CX- related initiatives and or policies.
Review and participate in complex program studies and analysis and lead and direct studies and analysis with wide or significant effect upon program policies, procedures, operations having broad impact and services provided by ARC.
Develop project plans, set priorities and deadlines for completion of work, and assign and distribute tasks among team members based on priorities and deadlines.
Communicate strategic decisions to senior executives at other federal agencies, Treasury, and internally within Fiscal Service concerning the direction of ARC activities. Assist with various federal agencies or organizations to revise, develop, and to support the creation and implementation of policy.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Experience performing work that primarily serve as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both, in order to apply factfinding and investigative techniques for project management and the development of presentations and reports to senior management and/or executives as well as external customers.
Examples of specialized experience could include any of the following:
- Designing and executing communications strategies, plans, and activities to inform the public, Federal agencies, financial trade or consumer associations, industry experts, and/or customers about financial or technical programs and services; OR
- Designing and executing customer experience strategies, plans, and activities to implement feedback mechanisms, analyze qualitative and quantitative data, and execute changes to improve the customer experience; OR
- Using writing and editing standards and techniques for text publishing for internal and external audiences, press releases, website content and other documentation (e.g., implementation plans, process documentation, results of quantitative analyses, and working papers, etc.); OR
- Conducting oral and/or written briefings and being a liaison to high-ranking officials, diverse audiences, public organizations, and other external and internal entities; OR
- Utilizing marketing techniques to increase awareness of an organization's financial or technical programs and services, including demonstrated success through improved metrics in digital marketing efforts (e.g. email and social media ).
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
